I have the same problem with the Storyboard, and found that using "Close All Gaps" seems to put the clips in the correct order. For example, in Storyboard, after rearranging the clips, right-click in the last square that has "Drag Video Clips Here", then select "Close All Gaps" from the pop-up menu. Now the clips should be in the correct order when played back in Project mode. The clips should also be in correct order when you switch to timeline mode.

You are right on. I did it and it works but, why the extra arcane step? I wonder how many other complication will result from the moveable main track?
