Installing VS2018 on a fresh windows 10 build and getting "We encountered a problem while installing. Please contact Technical Support." error at the download screen.
Checked folder permissions on the download folder.
Redownloaded the installations files.
Disabled antivirus and firewall.
I've run the VS cleanup tool at the end of each step.
Any ideas?

FYI, problem was solved by a reboot. PaintShop Pro 2019 had been installed ahead of it.
