I know you said you adjusted the step but how large of a step are you using? And how large is the image you're editing on? With Step it's usually best to use as large a step as possible without ruining the smoothness of the line.

Select your brush and then look at the presets and click the down arrow to show the presets. Click the Reset to default button on the right.
Now apply a brush to say an 800 x 800 pixel canvas and see if there is any lag there.
If you still have lag without changing anything (using the default settings) then you may need to try the Reset to default of the whole program Hold the Shift key down and stsrt the program again and it should ask if you wish to reset to default. Choose Y and then see if that makes any differences.

If you do not have any lag then you need to note when your lag becomes noticeable.
If I have a 10000 x 10000 pixel canvas and brush size of 1400 pixels then I do get a slight lag because the brush size is so large and step size only 10.
By changing the Step to 30 in that case I again get no lag.

Which version of PSP 2019 are you using ? Help > About . The earliest version was 21.0.0.119.
The latest version with update 1 should be 21. 1.0.22
Systems available Win7, Win 8.1,Win 10 Version 1607 Build 14393.2007 & version 20H2 Build 19042.867

Is Smart Edge not ticked? It should not be selected unless you really need it. In a busy image it is hopeless. If you had used it, click it on and off. I found a bug that if you had used it, changed tools then shut down PSP, the next time you open it and selected the paintbrush Smart Edge check mark does not appear but in fact it is on. This was some time ago so I may not have the sequence right, but I know I tested extensively and found that Smart Edge was on when no check appeared in the box.

Thanks hartpaul, i am using version 21.1.0.22x64.your suggestion worked. in my old age the brain overthinks and frustration kicks in ,resetting the preset too default made a big difference, didn't even think about it. really appreciate the input. Have a great day.
