I'm tempted to upgrade from 2018 to 2019, only if they've fixed it for my 4k monitor. I can live with the small icons but I can't live with the extremely small ruler and ruler text.
Or have I missed the capability in 2018 to fix this issue?

Increasing the size of text was added to PSP 2019, in addition to the other increases which appeared in 2018. Unfortunately, this still does not apply to the ruler text which remains tiny. See my attached screen shot from my 32" 4K monitor. Note that I have applied a 150% zoom in Windows on this monitor. The menu text is now quite usable, but the ruler text IMHO is barely usable -- requiring me to look verrrry closely even on a 32" screen.
