How can you add plugins that are not in previous versions on the computer?
When I go to File> Preferences ---- there is no "File Locations" for pointing to plugins .

File -> Workspace -> Complete
By default, PSP uses what it calls the "Essentials" workspace which excludes a number of the more advanced options. It's meant for beginners to the program. Switching to "Complete" will return all functionality to PSP including the ability to add File Locations.
