Video Studio 2018 wont open past the splash screen !!

I have purchased VS 2018 and very odd it opens up with the small splash screen centre screen and has the dots moving R-L-R underneath the 2018..
This goes on for ages nearly 3 minutes. then gone, no trace. I have un installed it re installed it, uninstalled the last couple of windows updates.
Ran VS 2018 clean, done a cold boot, spoken to tech support but still Im gobsmacked...... any ideas. Im sure its a stupid setting somewhere...

INTEL cORE I7,16GB RAM, NVIDIA gpu.

Some thoughts….
Have you ever been able to open the program or is this from first start

When we first run the program it does take a while as the program builds some files. (3 minutes, maybe)
Go here and delete the 21.0 folder (reset folder)
C:\Users\UserName\AppData\Roaming\Ulead Systems\Corel VideoStudio Pro (x64)\21.0

Go to Device Manager and make sure Corel VideoStudio is not listed.
Try starting the program.
A new 21.0 folder will be created, its approx. 664 Mb in size, what do you see?

If it fails to start
Device Manager remove any entry for Corel VideoStudio
Try running again.

No go…
Video Studio may be looking for an internet connection when starting
Turn off your internet connection
Try running, again check Device Manager.

No go
Try creating a new user account, a bit of a pain using Windows 10
Try running VS with new account.

Thankyou.... It works .......
I deleted the 21 folder and its now working ,,
I have spent hours and hours on this
I have even un installed the last 6 months worth of windows updates as i suspected they could have been a cause.
OK now to re update the window back to normal.

Device Manager???? VS isn't a device, normally shows in programs and features page.
