I have an FX6300 (o/c to 4.3ghz), 16GB RAM and a GTX1060 3GB GPU. Any time I try to use any of the FX titlers in video studio, even the previews drop down to a few fps.
My dad has an ancient core2duo system with a mediocre GPU and can use some of the same add-ons in sony vegas without any issue.
I had the same issue with the free version of davinci resolve.
I know the 3GB version of the GTX 1060 is limited in some ways compared to the 6GB. Shaders, GPU cores, And maybe memory bandwidth. Any ideas what the cause could be?
CPU usage has stayed under 40%. My CPU overclocked to where it is should be about equal to a ryzen 3.

Your system is overkill for VS, and it dosen't know what to do with it.

So basically, I need a PC twice as powerful as what is actually required? Hopefully the efficiency can be improved in future updates. I would have been OK to upgrade the GPU, but it sounds like that won't do much.
I tried with a 4GB RX470. Previews within the Titler addons might actually be a bit better, but overall the same problem. I might want to simply consider the refund policy and wait until vegas has a package deal including NewBlue Titler.

so it really means, that VS just uses the CPU and not the GPU even if I have a GTX 950 or even a GTX1080 graphics card?

That is basically correct, VS only uses the onboard graphics, there is no facility to allow Nvidia or AMD cards for rendering

Well Jey, I've a NVIDEA GeForce GTX 1070 and never seen VS even tickle it whilst rendering. Furthermore, CPU utilization whilst rendering is way below 100%.
