I have an image with 25 objects, each on a separate layer. Now I want to add a uniform drop shadow to each layer. This will take an hour if I do each one individually, especially because I must key in size, opacity, and position for each one to ensure uniform results. Is there a way to copy the settings from one layer and paste into each of the others?
Also, setting position is super klunky. I want only a small shadow (-.06) and one dimension is negative. In order to enter -.06, I must delete the 0 before the decimal. The field will not accept -0.06. AWKWARD! That tiny ball is useless for fine tuning shadows.

I know this won't work on overlapping objects where shadows fall on objects Behind. But if it's a collage?

Using Drop shadow effect :
-> Effects / 3D Effects / Drop shadow / Shadow on new layer
Make your settings (unfortunately, no decimals available)
Click on next layer and hit Ctrl+Y

You may record a script in Layer Style and play it on each other layer.

Scripts only work under two specific scenarios: 1) the script is run interactively. 2) If the layer has already had or currently has a layer effect enabled.
Specifically if the layer has never had layer effects enabled, then the script has to run interactively to turn them on so we get the dialog box. If the layer has had layer effects enabled already then the script can run both interacively and silent without issues. It's an annoying bug that was discovered.
Another option is to use presets. You still have to open the layer properties dialog so it's not faster than a script but it's another option.

Repeat or Ctrl-Y is a great way to go faster, but if you customize the Layers palette, and place the Repeat icon in there, it is typically quite fast to go from the next layer to the icon back to the next layer and so on.
