I created a new project (in a new folder). After i added some video I went to add some titles and WOW - upon selecting the titles icon ("T") only one was listed, and it said "HTML5" with "COREL" under it. No other titles. I went to [Settings] [Library manager] [Import library] but when I look at the folders and files in windows/ProgramFiles x86/Corel/Corel VideoStudio X10 - I don't see anything that looks like a title library.
Then I went back to one of my other VSP projects and the title library comes up.
Just seems to be the new project that does not show titles to add.
Can anyone help?

You will not see a 'titles' folder - they are all within a .dat file
is the little drop down in the top left corner of the title library showing 'Titles' - if not use the little downward arrow to see the drop down and select titles

In addition to Brian’s post
You may be best to provide a screen shot of your library
As far as I know the HTML clip is part of the Instant Projects library not the Titles library
Unless of course you have created a Title called HTML?
The Import Library option is assuming you have Exported the library in the first place.
If you use Reset Library then that will revert the library back to as installed, effectively deleting your personal pages, I would Export to save a copy before Resetting.
