How do I get the ability to copy an image outside PSPRo and then paste it as new image in the workspace.Right clicking is not showing that.

Then either the image wasn't copied to the clipboard or the image was copied on a non-standard format PSP can't read

Download and run this utility

https://www.nirsoft.net/utils/inside_clipboard.html

It will show you what is available inside the clipboard after you copy your image.

Is it an image on the web?- sometimes these are protected as an html file in which case do a screen shot Control Alt PrintScreen and you can then paste that into PSP as a New image. Actually try that and see if it works on any screen.
Is it an image from inside another program - same procedure will work.
You then crop out the areas you don't want.

Where are you copying the image from - e.g., a web browser, another graphic program, some other program that's not a graphic program like a pdf reader, MS Word, etc.?

Tied to download inside clipboard but could only get as far as extracting files as requested after double clicking .exe file.Kept saying I already had a copy of the file. The original image I tried to paste into PSPro was a jpeg on my hard drive.I tried it again with a different hard drive jpeg with the result of only having copy special showing again. But, taking a screen shot of the same image with the Windows Snipping tool and going edit>copy allowed me to go edit>paste as new image in PSPRo.So I don’t know what this proves but something is amiss somewhere

As far as I'm aware, you cannot copy an image in an Explorer folder and then Paste into PSP. It doesn't work for me. Paste never shows as an option.

I either drag an image and drop it onto PSP's interface where it will open, or drop it onto the Layer Palette to add as a new layer to an open image.
Or, copy from another app, or copy a screen capture, and then Paste as a New Image or a New Layer.

My next question is- how do I get an image on my hard drive to open up in 2019 after double clicking it and not in After Shot Pro?

It's simpler than that. I have my jpg's set to open in Windows Photo Viewer. When I want it to open in PSP I select 'Open with' from the context (right-click) menu and choose a PSP.

If there is an image type you want PSP to always open (I do this with TIF files) select 'Open with' and choose the 'Choose default program...' option. This will open a list of programs which should include the version of PSP you like. If it is not on the list, you can select a browse option. Back in the old days, I used the browse option to go into C:\Programs\[app], but that hasn't been necessary with Win7.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.
