Did you point PSP2019 to the location where your present plugins are installed using Preferences>File Locations ? You aren't showing that you have any plugins at all.
Did you actually install those plugins you mentioned in your post? Unless you did then of course they also won't appear.
Are you aware that some plugins are 32bit only and some 64bit only, and that the 32bit version of PSP should be pointed to your 32bit plugin installations and your 64bit version of PSP should be pointed to the 64bit only plugins?
Those plugins should be a part of Ultimate 2019
I thought they would be installed together with Ultimate 2019

They are in fact stand alone programs and will NOT appear within PSP under Plugins. If you go to Control Panel > Programs and Features, you should see them listed alphabetically under Corel Painter Essentials 6 and Photomirage (under P and not C as it does not have Corel in the name). And in the Windows 10 full list of all installed programs, you should find icons for both under C and P. You can also of course establish shortcut icons for them on your desktop if you want.
In addition to what aKen wrote, the Athentech software (Perfectly Clear SE 3.5) must be installed to work. Then it will show up under Effects>Plugins.

How did you get your PSP 2019 program.
Download through Cleverbridge email?
That is an email that comes through first and has the links to all the programs you need to download.
The other email comes from when you register the program.

I suggest you go to your account page et verify the serial numbers.
You may uninstall, load the complete product (32 + 64bit), install it and put the serial.
You will also see the serials of yuour other products...

I have PSP Ultimate 2018 and I never saw Particle Shop. It would be a nice extra.

I also cannot find any trace of ParticleShop coming as a freebie in relation to PSP 2018 -- or any other version for that matter. I bought it in October 2016 with hard cash. It works with Painter Essentials, but as far as I can see, it was only Painter Essentials which came with PSP 2019 and 2018.
Gee you guys had me worried for a bit. So looked back in emails and checked dates for Particleshop on my system and was able to locate it
I purchased my first copy of PSP 2028 about 4 th August 2017 and then a second copy near end of February 2018. It must have been a short term special which would only come up in emails if you have signed for them or the pop up messages which have not worried me. I keep allowing messages to be shown as some specials might only last for a weekend or short period of time.
Here is the Invoice I received which shows the Particleshop introduced as a 5 brush starter pack.
