I am having the same problem with Corel Paintshop Pro 2018 . It is indeed caused by a PDF. Just having a single PDF on my desktop causes the file/open dialog to hang. Unbelievable.
I have unchecked the "show preview" checkbox, but it doesn't help. The only way for the program not to hang is not to have any PDF on my desktop.
Is there really no fix for this ???

Be sure you are in the Manage workspace.
Go to:
File / Preferences / General Program Preferences / Manage / File format exlusions / check PDF / OK.
