I've read that it does. I have some drone recordings I made, not actually in 4K, as they are 3840X2160.
I don't see any options to set the project higher than 1920X1080.
Does VS Ultimate X10 support 4K?

3840 x 2160, though not precisely 4K, is nonetheless considered to be standard 4K. I have three cameras which film in it, and have no trouble editing their video in X10. The easiest way of matching project properties with that frame size is to start a new project and then drop in one of the clips. If you have ticked the box in Preferences > General saying "Show message when inserting first video clip", you should then get a message asking if you want the project properties to match those of the clip. If you say OK, you can then edit the video, and at the end go to Share and select Same As Project Settings (or Same As First Clip) for your output.
The only time I can think of that you won't get this message is if something is wrong with the clip and VS cannot read it. Unfortunately, a lot of smart phones and some action cameras are increasingly using variable frame rates instead of standard ones like 25/50 (PAL) or 30/60 (NTSC). VS has difficulty with most of those and in some cases won't even accept the clips in the library or timeline. Our advice is to use a video converter to convert the clip to mp4 with the same properties but making the frame rate a standard one.

An update: I was looking under project properties, and didn't find it, but when I look under Profiles when I go to rip the vid, there is 4K there. I don''t know why the inconsistency.

It's certainly there, Trevor, though the listed and visible options only go up to 1920 x 1080 with one exception. It is only when you press the Edit button that higher options are listed.
I guess my problem has been that I almost never use Settings > Project Properties to set my project properties. Instead, I almost always use the "Show Message" option since I am almost invariably using mpeg-4 video and want to produce a new video, after editing, having the same properties. Moreover, these days, those properties are for me almost always above 1920 x 1080. Then, if I get a question here and look at Settings > Project Properties, the listed options start with Previous Setting which show a resolution higher than 1920 x 1080. In X10, the only *listed* resolution which appears is under Online, and is 2560 x 1280. This is the same in VS 2018.
But as I say, using the Edit button shows more and higher options. You won't see them under Blu-Ray. As I said, the only one that appears on screen, at least for me, is the 2560 x 1280 one under Online. Otherwise, you need to hit the Edit button on that screen and make the choice there.
But you haven't addressed my suggestion in my first post above: do you have the box beside "Show Message" ticked? If so, when you insert your first 4K video clip in a new project (and it MUST be new), do you get a message asking if you want the Project Properties to match those of the video?
