Hmm, it may be that the Fx P&Z filter was designed to work with photos or otherwise still images, but I've found it worked fine on a video clip too. Just verified that using 2018 Fx P&Z filter on a 32sec 720x576 clip and customised for 100% at 1st keyframe and 146% (default) at 2nd/last keyframe worked as expected.

You misunderstand, the problem is when using 2018 Pan and Zoom feature accessed from the Tool Bar
There is no problems using the FX Video Pan and Zoom filter.
Although that could be used as a workround as could Customize Motion but they do not fix the problems discussed here.

No, I didn't misunderstand. btreinders outlined an issue about using P&Z, and asked for help to resolve. It seemed to me that the discussion that followed was about the buggy (unstated but presumably) 2018 tool bar P&Z, overlooking just how many P&Z's there are in VS, and did not discuss alternative methods of achieving what he said he wanted to do: which was not about the tool but the image he wanted to create. So I outlined one.
Don't disagree that the tool bar P&Z has problems, therefore why use it if another satisfactory way exists?

Well I think I have found at least one reason for this strange issue
Using the same location / position for more than one keyframe is causing problems
ok
If we start in the middle at vertical 500 x horizontal 500 then pan to the left, pause a few seconds
Returning to the middle at 500 x 500 there should now be two keyframes in the middle.
(And it is easy to hit the middle by using the anchor points, those 9 squares.)
Now we try to pan elsewhere to the right, yet the result first pans left and then jumps right.
Opening P& Z from the tool bar also has other issues that do not show when opening from the options panel.
