I would like to put in a grass background and then warp the horse so he appears to be laying down on his side.
Is there a PSP tool (or tools) that will let me do that ?

You have to use your imagination a bit if you want to be able to use a graphic editor to achieve things like what you asked. Ask yourself what does a horse look like lying down? Obviously, that leads to the conclusion that the legs, at least, have to be in a different position, and that the far side legs likely wouldn't be visible at all. So that leads to the idea of removing the legs from the animal and positioning them so that the near side legs are in the position a horse's legs would be when lying down. And that would likely mean having to distort the legs from their present shape by using other tools like perhaps warp mesh and/or warp brush. And there would likely have to be much more work done with cloning, etc. And perhaps some of the issues could be hidden if the horse was lying down in deep grass so that much of the legs couldn't actually be seen by the viewer.
So you see, there are generally methods that can achieve various results to make an image look different from the original, but it takes some imagination and forethought - as well as a decent knowledge of the tools available in PSP - to be able to achieve those changes.
