Cannot work with 4K video file. Why?

Hey guys. Did any of you try to work with this file in an Adobe video editor? The manufacturer is asking and I don't use Adobe products. They are asking for Screenshots of the errors, but I am not getting those in VS, it is just freezing up. I appreciate the help.

Don't currently have Premiere elements 2018 installed on the laptop, but this is the result using Movie Studio 15 Platinum

I only have Adobe Premiere Elements 14. I tried importing the clip into that, but no image was visible i.e. the clip played through but it was a blank screen. When I tried to see the Properties, Premiere Elements froze. All I got was the usual Windows error message saying that the program was not working and I had the option of either closing or waiting. I waited a couple of minutes but there was no change to the frozen screen, so I closed it down.
