2018 upgrade to 21.4.0.165 You are Offline
Since this upgrade, when I go to Home (Welcome) tab it says "You are offline some resources are unavailable". So how do I go online, again this was okay before upgrade. I also have X10.5.0.60 installed and Welcome tab works perfectly well.

I often get that and for me closing down VS and almost immediately restarting it again cures the problem and I get the home screen come up
does not cure the problem permanently and you may have to repeat at future start ups

I've tried re-running 3 or 4 times still the same. Then I set it to open in home screen but still comes up offline.

I find that disconnecting from the Internet and then connecting again seems to work.
