Ok make sure you are in Edit mode. You have not indicated how familiar you are with PSP so will assume at beginner level.
You should have the Materials Palette open on your right hand side and the Layers Palette below it - this is usually the default configuration. If they are not visible you can use View >Palettes and make sure Materials and Layers are ticked. To their right you will see shortcut keys you can use instead.
Top left under File you will see the New button.
Click this and make a new document 250 x 250 pixels. Make sure that Transparent is unticked and the color should be white. (You could have the color changed here but what follows will show you the use of the Flood Fill tool)
Choosing a solid color for the new document
1. Click the button - that top pne is labellec color and provides a solid color while the middle one gives a gradient and the bottom one a pattern as used in the video.
2. Choose your color from the palette by left clicking that color. It changes the top box labelled Foreground and Stroke Properties to the color chosen in this case a Jacaranda purple. The other box is the Background and Fill properties box.
3. Choose the Flood Fill tool and then left click on the white area to fill it with that top color (or right click to fill it with the lower color).
You should now have a solid colored background.
Choosing and Typing in Text
1. Select the lower Fill color you want for your text - I chose Red.
2. Choose the Text tool
3. Make sure the tool values are as shown to the right of the green 3
4. Type in your text.
5. Click the Apply tick
This should leade a bounding box around the text and moving your cursor to the centre ( you should see the cursor change to a 4 directional arrow ) allows you top drag the text to where you want it .
6. Right click the layer labelled Vector ( that is your text layer) and then choose Merge > Merge All (Flatten).
You are now finished.
You can repeat all this with a larger starting image , larger text, different colors and experiment as mush as you like to become familiar with the New image, Choosing colors, Flood Fill , typing text.
