mp4 video with unusually small bitrate and framerate

I've been assigned an edit to a video provided by my client.

Its basically some kind of screencap of a webinar or something. The video is a series of powerpoint slides and then there are several voices commenting, chatting via phone with each other, talking about the content of the slides.

Its an hour and half long.

Its an mp4, 1920x1080, and the file size is only 135mb! For an hour and half!

I looked at the video's properties. The total bitrate is only 203kbps and the frame rate is only 7 frames a second. That probably explains much of it, the audio is mono and the audio sample rate is only 16khz and the bitrate is only 64kpbs.

I mademy edits in CorelVideoStudio but I cant get anywhere near these low numbers when exporting. I have a good quality final mp4, but of course its over 2 gigs in size.

Anybody have any ideas on a utility or small program I could look at, that is capable of exporting videos with extremely small file sizes? I've tried Wondershare Filmore but nope. 7 frames a second and 203kbps bitrate are out of the question.

What were your project settings?
The low quality audio and static graphic can pass with such settings, VS's mp4 can't.
If you want to go that low you should render as Xvid AVI.

I'll try the AVi.

This has to be rendered under 300mb, preferably under 250, and it has be re-destributed on something that a PC with only Windows Media Player can handle. I've ripped nice looking small files out of programs like Premier, but it gets ripped with some kind of H264 codec and Media Player cant handle that.
