PSP had a really annoying habit of changing windows from cascade to tabbed. I then have to switch back and realign my windows. Is there any way to prevent this????
My previous version of PSP defaulted to having the window ALWAYS tight with the actual image area. Now it randomly sometimes does it, and sometimes it puts the image inside a sea of gray. HOW CAN I RESTORE THE PREVIOUS BEHAVIOR???? Since I am editing the actual image I do not need the extra area, except when rotating an image and prevent cropping.
I have tried various settings and none seem to do the job.

You have not stated which version of PSP you are using.
Window > untick Tabbed Documents.
Or
Are you also referring to Tiling rather than Cascade which overlaps the images.
If you double click the title bar of an tiled image it will go to full screen showing grey areas - you can click the Restore Down buttom on the far right of the Menu bar to get it back or Window > Tile to get back to what you had .
If that is not what you mean then you need to do a cropped screenshot to show what you are talking about.

I am using PSP 2018.
Under window there are settings for tabbed or cascade. I want to maintain the window format with the image tight inside a frame and I don't want it to go to tabbed format whenever it randomly decides to do that. The older version I was using did not switch things randomly. Maybe it is a double vs single click problem, but I want to have it stay in the window format I select without having to worry about other ways of switching it. THEY NEED TO BE OFF. Some users may appreciate the extra ways of getting at things, but I find single key options... to be annoying.

The OP statement is ambiguous.

It is unclear whether this is happening in a single session which I have partially addressed or if your complaint is about PSP opening images in Tabbed v Windowed format.
Jean-Luc has attempted to address the problem with changing a Tab preference to the Opening in Last View.
I have just spent 10 minutes examining these preferences and the PSP - Windows settings. The OP could also have spent the same time testing and becoming familiar with this part of the program.
Firstly the Preferences > General Program Preferences > Tab change to Keep Last view (I have mine set to Edit and do not change it)
The help files show:

So this allows you to choose which workface you want PSP to open with at the start of each session.
If you choose Keep Last View:
If back in PSP you click the Manage tab and then close PSP then it will open in Manage view.
If back in PSP you click the Adjust tab (if enabled) and then close PSP then it will open in Adjust view.
So the opening view will depend on the view that you closed in.
I want certainty and a reliability similar to earlier versions of PSP - that it open only in Edit mode.
Now lets look at the PSP Window command.
You can use :
Window > Tabbed documents - all image names allign underneath the Tool options bar , you can only view a single image at a time as you switch from one image tab to another and there is Background grey around the image

BUT you cannot flip between images there is only one image name showing and that is right at the top beside Corel Paintshop Pro 2018 program name .
I don't know if there is a special name for this like Tabbed Tiled, Cascade except for Full Screen mode.

Now you can also have :

If when trying to move a cascaded or windowed image around your workspace you grab it by the title bar, and if you accidentally double click the title bar it will go to Full screen mode. This is what I suspect you are referring to. This also happens in previous versions of PSP down to at least Jasc PSP 8 which did not have a Window > Tabbed Documents command.
This can easily occur if your mouse settings are a bit off .
You can change the speed of mouse clicks to make it more difficult to get a double click in Settings > Devices > Mouse > Additional Mouse options and using the Mouse Propertieds dialog box.
