Yes, the cropping tool is fixed more or less, even better than in the 2018 issue because the "jumping zoom" dont't apper any longer and the color "improvemet" (i.e. color damage) is off by default (the button is on, but the "improvement" settings are at "no change")

Nope! Cropping tool is still total crap. It keeps going back into the center of the window when trying to crop out a small piece from a 4K image. 2018 didn't/dosen't do that. And why is there additional things like the color (damaging) with the crop tool at all? We have other tools for doing other editing that we can control by degree.
I've used this program and it's versions for years. But I have to say I'm really loosing faith in it's developers.

And further to what DPainter said, while I haven't installed the patch I understand that the crop tool still rotates the image instead of the crop rectangle, AND still puts borders around the image so that you have to scroll resize to get rid of them. Those were the first issues with the 2018 version that made the tool crappy, and if they still exist then any other "fixes" they made are irrelevant to me and the multitude of people who complained about the first issues.

I believe that there is a substantial change/improvement to the crop tool in the update - I hadn't paid a lot of attention to the tool recently but am aware of all the complaints. In the current iteration there are no borders during cropping but the tool does rotate the image rather than the crop rectangle. This feature is a matter of preference so it would be nice if we had a choice. The silly editing icons are still there on the tool bar - ridiculous.
The degree of zoom in the examples was my choice, not something the crop tool did.

I think your post is misleading. Here is a screen capture of cropping an image that is zoomed in about 60% on a 4896x3264 (7 Mb) image. Yes the display is going to the center but can by adjusted by the scroll bars to whatever area you want to see. The crop frame itselve don't jump. I find also the image tilt instead of frame tilt very helpful since it is much easier to assess horizontal adjustment of the frame content so.
Of cause there is enough room for further improvement
Perhaps the admin can move this crop tool discussion to a dedicated thread.
Regarding the thread tilte hiere: the PSP 2019 patch is online again meanwhile. It would be interesting to hear whether it's the same patch or an improved one (w.r.t content, not installation procedure)

I am getting the error on update about not finding the msi file...but noted in earlier comments that they were pulling the update until fixed...but I jsut got it last night and it is still not working...so apparently neither pulled nor fixed.

Another reason to be glad to be on PSP 2018, not 2019. Maybe 2020 will be better/acceptable, maybe not. Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

Just tried to update on my desktop. The patch still fails with "the feature you are trying to use is on a network resource that is unavailable..."
I used Everything to search my entire system. No "PSPPContent.msi" is on my system. This is disappointing.
I will use the link from the forum once again to update.
I hope that one of the moderators advises Corel of this.

I had the same problem, so tried downloading the update manually from PaintShop Pro updates and it installed with no difficulty

Likewise, I got to about 1% before being asked for the XXxx.msi file. No luck finding it. After reading the Forum posts and examining the work-arounds (it made me tired to read them, but I can certainly do it), I tried another tack.
Previously, running PSP 2019 Ult. x64 v21.0.0.119, I accepted the download from within the program to run Update 1 with its attendant failures.
This morning, I felt frisky enough to try again, but after reading all the replies to this issue, I decided to log in to Corel's site and get the update there. I don't know if this is the 'improved' Update 1 as mentioned in some of the replies (it had an October 18, 2018 date) but I closed PSP 2019, downloaded the patch/update and ran it.
I took barely 6 minutes to install and finished without a hitch. My version is now 21.1.2.22 x64.
Don't know if this experience is unique to me or can be duplicated. As I said, just my 2 cents. Hope it helps someone.

I also have an elderly HP tower AMD Phenom quad core, gForce 9100 graphics (was delivered with Vista, it's that old) but is now running Win 10 build 1809. Even tho' old, it had < 50 hours on it (long story) when I pressed it into service 3 years ago for web development.
The point being, it is the machine on which I primarily use PSP (X9, 2018 U and now 2019 U) so after the success with my HP laptop, I tried the same update procedure on this machine (downloaded Update 1 from the Corel site) and was met with the same success. That is, it's now at v21.1.0.22 x64 with no hiccups. I had previously had the same stall at 1% when updating through PSP 2019.
That's it for my installation anecdotes.
