I'm having trouble with CRTL+E "Paste as new selection" in PSP 2018.
When I copy a selection, then CRTL+E, the pasted selection appears. But when I right-click to apply the selection, it vanishes. The only workaround I can find is to right-click the floating layer in the Layer palette and "Promote selection to layer".
It happens suddenly and randomly on files I've already been successfully working on, but once it starts happening on that file, it stays broken.

Are you
1. making a selection
2. Copying that selection by either Contrl C or Edit> Copy or right click the title bar and then Copy?
3.Going to a second image and then doing Control E to paste that image?
Are you wanting that selected copy pasted as a new layer (two layers) or into the background as an addition (single layer).?
For me Control E pasts the image as a new image which is attached to the cursor and left or right clicking then shows that image on its own layer as a locked floating selection.
Left or right clicking outside the selection then merges the image with the background. I gather because you say you need to promote the selection to a layer that you are wanting two layers.
To do this you are doing 6 actions.
May I suggest using the two image on the workspace(untick tabbed documents - Windows > Tabbed documents make sure it is not ticked - (I alwas have mine like this - finding Tabbed documents too restrictive)
Right click the title bar of the image with selection and choose Copy (Or Control C)
Rightclick the title bar of here you want to paste the selection and choose Paste > As New Layer (or Control V)

I was actually pasting on the same (multi-layer) image.
Yes, I'm making a selection (say, a chunk of grass that I want to replicate as a feathered blob to cover something else) and CTRL+C. Then CTRL+E pastes the image as a floating selection. I can *see* the pasted bit and move it where I want, but then right-click outside of the selection (which is supposed to apply it to the layer below - same layer the selection came from incidentally) makes it disappear (it's still in the clipboard).
Paste-as-new-image is CTRL+SHIFT+V for me. That works fine.

OK how about checking if that is a problem with a multilayer image.
Does the same thing happen if you just use that one image with as you say a blob of grass moved to cover something else. eg (guessing as you have not posted an image ) using it to cover a bare patch in a lawn.
In the event that it is not just a multi image problem I used your method on an image
1. Made a feathered selection and did Control C to copy 2. Then did a control E and the copied selection appeared attached to the cursor. It is partly covering the bathtub in the middle of the field. Still only one layer 3. Covered the bathtub completely and then Right clicked . New layer appears as Floating selection. It does not vanish for me. 4. Right click again and the I get the equivalent of a Merge down and Selections none . Back to one layer as well I have tried the same procedure with an image consisting of 4 layers and that bathtub layer on top, and again no problem.

Yes, this is pretty much what I'm doing and at step 3 the selection vanishes.
Right now it's only happening on multi-layer images as that's what I'm usually working with. I have to wait for the problem to reappear in a single-layer image before I can report back! (BTW I have checked to make sure it's not somehow going to a lower, hidden layer. It's definitely just disappearing.) From memory, when I have multiple *images* open, the problem can be happening in one image and not in another in the workspace (if that matters).
