Today I attempted to print photos from PSP2018 running on Windows 10.
Even though the photo looks perfect on the screen, the printed photos are extremely faded. I have tried on both an HP 7760 Photo inkjet and on an HP Envy 7643 All-In-One. Both printers print faded pictures so I'm thinking it may be something with PSP.
Any thoughts?

We need more information, specifically the pixel size and printed size of the image, and the print resolution - i.e., the Pixels Per Inch information embedded in the image.
If you have the image open in PSP then go to Image>Image Information and check these values and provide them for us:
Dimensions: Pixels, and Inches
Pixels Per Inch
Also, in your printer software are you printing the image at 100% size or have you chosen an option to print at a different size like, for example, Fit to Page.
I am assuming you are selecting either Standard or High Quality/Photo printing in your printer software.
If you have the image open in PSP then go to Image>Image Information and check these values and provide them for us:
