Inserting a bubble or callout PI X3

Many years ago I read a tutorial by I think a lady called Deb deHaven, her instructions gave a procedure on how to insert a speech bubble or call out into PhotoImpact, I guess about that time it was version 7, now have X3. I cannot find any reference or tutorial on the procedure. Does anybody know how to do this action?
From memory, you opened your image, moved into Mask mode selected your call out from the "Easy Palette>Library>Outline>Call Out,
I can select the desired call out and insert it over the image but cannot figure out how to fill the background nor color the call out
Any assistance would be appreciated.
