Creating Icons for Windows 10

Using PSPX3 on Windows 10.

Attempting to create icons for start page, etc. I want the completed icon tile to be full of my art. What I am getting is a tile full of a background color and a small version of my art in the center. I know this is possible as I am looking at examples for Firefox, Thunderbird, etc, etc. I have tried several conversion apps (local and online) to convert .png to .ico. I have tried creating the .png at both 256 px and 32px. I have used both my art and art grabbed from 'net. I'm missing something.

What I want is something like this Image

Being 82 likely doesn't help. But I'm stuck with that. ;-)

Help appreciated.

Thanks Radim. I will peruse those editors. Still would appreciate info related to creating the art within PSPX3.

I tried a couple of the suggestioned editors (trial versions) with same result. I still get a small icon centered in a larger tile. Size of the creation canvas doesn't matter. I made one 2560 x 2560 just to be extreme. Interestingly, I have actually done this successfully once but have no idea what I did correctly.
