Color Substitution

Please tell me if this is possible, and if so, how to do it.

Here is a sampling of a topographic map I want to edit:

Notice the many diagonal lines in the yellow area. I would like to eliminate those lines but leave the colors for the roads, lakes, etc. unchanged. I am envisioning some kind of brush tool where I can tell PSP "When you see a pixel of this particular color, change it to yellow and leave all other colors unchanged." Then, I could just brush over an entire area and just change the color I want to change.

Try the Color Replacer tool (not the Color Changer Tool).
