I seem to have brushes rotating without setting them to do so. I don't remember that happening in the past, so something must be "off".
When I open a new image and I try to use one of the paint brushes that I installed (created originally for PhotoShop) they rotate, even though I have rotation at 0. Is the problem because they were not created for PSP so I'm getting "pot luck" or is there a setting someplace that needs to be fixed?

Have you checked the Brush Variance Palette (F11)? If you are using a pointing device, it might be set, by default, to Pressure mode.
Or if you have used a script previously, it might have changed the rotation settings in that Variance Palette.

Whenever you have any problem with most tools first port of call is to go to the presets and reset that tool to its default settings.
Try it and see Do F11 to bring up the variance and then change the jitter value , use a paint brush on a blank canvas and see its effect. Now go to the Presets down arrow and then to the right in the dropdown click the Reset to default button and try the brush again.
