I clicked on Effects > Get More Plugins in both 32 and 64 bit PSP 2018 Pro. Nothing happens, not even a window saying there are no plugins.
Is this what is supposed to happen (not happen) ? If not, any suggestions for a work-around or fix ?

I have never noticed that menu entry before. But I too get nothing when I click on it. Have you tried the Home page and Get More there? That certainly works.
Incidentally, I found that button *does* work in PSP 2019. It takes you to the Home Page > Get More > Creative Content page, though I am not sure that that necessarily equates to my idea of "plugins"...
