Why Can't PSP 2019 64-bit do this?

There is no option to delete the HP printer thumbnail.
If you select the HP printer device in Printers and Devices and hit the keyboard Delete button nothing will happen.
A right click will give the option to remove device but no delete options.

Okay, so if I remove a device in Devices and Printers, it's just removing the little picture? What's the point of doing that? Maybe my terms were not correct. I did not hit the Delete button. I went up to the top of the screen and Removed the Device. And if that only removes the picture, how would I remove all the drivers and what ever else that should be removed? I'm not techie so i don't know all this stuff.

If you remove a device it is removing the codec and possibly software installed for that device.
I said there is no option to simply Delete the device, right clicking the “little picture” or hitting the keyboard Delete does nothing.

So as you have removed the device that was the correct thing to do.
