There is a possible solution provided in another topic on PicToPainting which, coincidentally, is only two topics below this one. It's no guarantee but it appears to have successfully helped 3 different people. Also it's not an official fix or recommendation by Corel. This was discovered by the users on this forum.
Here is the download the tensorflow library that we've successfully tested
Tensorflow 1.5 Library - https://drive.google.com/open?id=1b4yV3 ... r0tK2PijkB
Download TensorFlow 1.5 - it's in a zip folder
Navigate to C:\Program Files (x86)\Pic to Painting\resources\app\app\nnart\lib
In the lib folder you'll find a folder named tensorlfow
Rename the tensorflow folder to something like tensorflow-old
Copy the new tensorflow folder from the zip file you downloaded into the lib folder
Then try running PicToPainting again.
