combining photographs
I want to make a collage of 3 photographs- 3 generations of father/son photos.
I can't seem to find out how to do this anywhere.
I find instructions in Corel to be very difficult, and not very descriptive.

Welcome to the forum.
Do you want to do this as a collage i.e. as three distinct images but on the same background? Or do you want them all blended together e.g. as if they were posing together?

I want 3 separate images. I was able to make one using Word and importing the photos, but I imagine I can make a better project using Corel Paintshop.

How about you do a google search on Collages and view the Images tab and see if you can locate one that you would like to emulate as there are plenty of ways of making collages . Post the link here and describe the image if there are a number of images on that web page. AS they say pictures are verbose.

Open the images in PaintShop Pro
Set the display window to Cascade (or uncheck Tabbed)
Verify the size of each photos (in pixels).
Say you have the following :
1000 x 700 pixels
500 x 300 pixels
1500 x 1200 pixels
Add the three biggest values on the left : 1000 + 500 + 1500 = 3000
Create an empty image : 3000 x 1200 pixels (1200 is the biggest value in Height)
Click on the first image and drag its layer (seen in the Layers palette) inside the empty image.
It will create a layer with the photo in the destination image.
Make the same with each photo.
You will get 3 layers in the destination image.
With the Pick tool, you will be able to resize and move each image.
When done, Crop.
Other users will perhaps jump here to give better advice...

There are number of ways to approach this task.
I would create a new blank image. Important that you take note of the PPI. Let's say it's 300ppi. If all your images aren't all the same ppi you will have issues with the various image sizes.
Leave the new image open.
Load the first of your 3 images. Check its ppi. If it's not 300ppi then change it to 300ppi. Copy the image. Open your new image. Do a 'Save as new layer'.
Do this for the other 2 images.
Then open your new image and then using the Pick tool drag them to the sizes and locations you want.

I will presume the OP is using PSP 2019 (since that is not mentioned in your post nor in your profile info. Also that you are using the Complete Edit mode as that gives you the greatest versatility.)
You can use PSP New from Template up beside the New icon

And you can even look through the templates when you open that section and find a few Free ones to download , install and use. Collage -Shatter- Shatter 03 is one such.
This is what you can get using that one. It has three spaces available. You can clone images using hard edges or soft. and you can drag and drop layers so they overlap and even leave space for text which can have its own space or overlap some of the pictures. And that is just a start.

I have Paintshop Pro X9. Do you think the upgrade to PSP 2019 is worth the money, compared to what I have?

Couldn't say if 2019 would be worth the money, but I don't think any of the new features relate specifically to what you're attempting to do.
None of examples by hartpaul are 2019 specific. I think Templates were introduced in x9, the rest could be done all the way back with PSP 7 maybe earlier so you should be able to do them all.

All of what I have done above can be done in X9. I prefer to use PSP X9 because of the disaster of the crop tool mentioned elsewhere in this forum.
You can install a trial of PSP 2019 and compare them side by side using the same images to see if you like it.
You can have both PSP X9 and PSP 2019 installed on the same computer (unlike some other programs) . You can also have both open at once and switch from one program to the other to compare the workings.
By having two installations (X9 and 2019) on the same computer you can also be prepared if something goes wrong with one of the installations so that it does not work properly.
Usually any problems are located with the one version of the program and by having more than one installation you have backup processing available.
You can install a trial of PSP 2019 and compare them side by side using the same images to see if you like it.

Hartpaul is exactly right about the benefits of having 2 installations. But just to do what you want I don't see the financial benefit in investing in PSP 2019 because it doesn't really offer anything worthwhile even over PSP 2018, and PSP 2018 doesn't offer much more than X9. When Corel decides to add a really nice WOW feature or two - and fix the crappy crop tool - then maybe a further investment might be worth it.
