Apply your text. It should be surrounded by a bounding box and you can move the text along your ellipse to position it where you want, so long as you have a 4 headed arrow.
Levi has done a fantastic job (again) explaining both in writing and on video. Just wanted to share that I've also found a recent series of tutorials specifically about vector text in PSP, covering pretty much everything I think (including curved text):

However, they seem to build up, so if someone is completely new to PSP they should probably watch the parts in their presented order (and they are not very short, but they do have timestamp index in their description).
