Thinking about this and wondering why I've had so much trouble...Aside from trying to do that on a small laptop and not knowing/seeing where everything is in 2018 (My layers palette is exactly the size of two postage stamps. I should undock that and expand it.) I have always set Text as "Floating". I wonder if that is part of my problem and why I was missing a way to move text on the ellipse layer. I'll try setting text as Vector when I tackle this experiment with your detailed instructions in a day or two. Maybe that will help.

Well, setting the Width to 0 resulted in an ellipse that was invisible to me. Worse, when I moved the Text tool to everywhere inside the rectangle that showed where the ellipse was, the cursor never changed to the curved T.
Instead, I went the Layer route. I discovered in the Layers sidebar the Convert tool I was looking for. There I could invoke Convert to Raster. I then used the eraser tool to erase the ellipse -- all with transparency in the background. I am fully confident that I can paste the resulting image as a new layer on any image I choose.
It's nice that I can do it, but it seems a tad complicated.

I couldn't wait to retry, so I did a quick test. I was able to get it done on the first try!
I plan to practice that and use it on more images when I get more time. Thank you, everyone, for ALL the help.
I've printed LeviFiction's instructions, so from now on I should be ok with the procedure.
It's really simple. I feel so dumb after struggling for a couple of days on that!

Don't feel dumb. Even with LeviFiction's excellent instructions, it is a complicated process.

As I am a little OCD on this... I have been practicing and have narrowed this down to 5 steps - not much different from my PSP 8 days.
For anyone who doesn't want to read through all the details, here are the basics:
1. Create ellipse (no fill/no background color).
2. Choose Pen Tool.
3. Rt. click on any node to get menu ->Convert to Path
4. Rt. click ellipse to get menu -> Reverse Path
5. Click Text Tool to add text to the bottom of ellipse (per instructions for adding text to circle or ellipse).

I'd like to jump in on this. I CANNOT get the BLASTED PSP 2019ULtimate to DO THIS!!!!! I've been working at it ALL DAY and broke down crying and yelling to relive the stress at one point. Totally missed an art deadline for a special thing I wanted to do for our band....ARRRRRGGGGGGGGHHHHHHHHH!!!
Ok, that said, @LeviFiction, can you show me baby steps on how to put text INSIDE a circle at the top AND the bottom of the same circle? I will be forever blessed if you can give me bulletpoints on how this should be done. I'm swinging at the end of a very frayed rope on this subject...

I don't know if I can accurately write this down but I hope the video will help.
To get text on both the top and the bottom of a circle, you need two copies of that circle. One circle needs to be moving clockwise (The text will be on top of the line) and one needs to be moving counter-clockwise (the text will be the bottom and inside of the line).
1) Select the Ellipse Preset Shape tool (Q)
2) Add a circle to the image
3) From the menu select Objects -> Convert To Path
4) In the layes palette select the Ellipse
5) From the menu select Layers -> Duplicate
6) Make sure the duplicate ellipse is selected in the layers palette (will probably be called Copy of New Ellipse)
7) Grab the Pen tool (V)
Set the pen tool to Edit mode
9) Double click on a node to select the entire path
10) From the menu select Objects -> Edit -> Reverse Path (This makes the path move Counter clockwise and will be the bottom text)
11) Grab the text tool
12 ) Select one of the ellipses in the layers palette (not necessary but it helps) and hide the other one by clicking on the "eye" of the layer as shown in the video
13) Hover the text tool over the stroke of the ellipse, you should see the icon change to a + with a "T" on a curved line. If you see a + with [T] this is the text wrapping mode and not what you want. It must show the "T" on a curve.
14) Click to create a new text object
15) Start Typing
16) Accept the changes by clicking on the checkmark on the tool options palette
17) Hide the ellipse you were working on and reveal the other one and make sure it's selected in the layers palette
18) Again, hover over the stroke and start a new text object
19) Start typing, the text should now be the reverse of the last text object you placed.

THANK YOU! I'm too frazzled to try it tonight without perhaps throwing the laptop out the window...I will in the morning for sure! This has been a thorn in my side for awhile now, on X8 too. I'm not a bona fide graphic person, obviously, so alot of terms and methods that others may know I just don't. I"m technically proficient, but these programs seem to kick my butt!

OK, so tried this word for word from the above, and the words on the second part (17 on) are typed the wrong direction? They're at the bottom but read liek this:

OK, now I"m watching the video, and got to 3;45, but I don't see the arrows pointing left and right when clicking on the node after doing the revers path. Can't figure out a way to make them seen? Hang on...ok, now I see it. went back and redid from the start. Single click on the node shows it.
Ok, now I am at the top circle, but when I type my text, it's still upside down and backwards...what did I do???

In the video I show moving the text by gently dragging it left or right. Try doing that. If it is upside down then it is probably just too far on one side of the ellipse

Note also that there is an Ellipse preset shape as well in preset shapes . The one that has arrows, call outs , gear wheels etc.
If you use that to draw an ellipse then you will immediately get stalled at Step 3 and find that Objects > Convert to path is greyed out.
That is because that ellipse is already a path and instead you could go to Objects > Edit > Reverse path. So using that ellipse you are able to eliminate step 3
I note also that the direction control lines appear on the Preset Shapes ellipse, but don't appear on the Preset shapes octogon. So have more to learn there.

Apply your text. It should be surrounded by a bounding box and you can move the text along your ellipse to position it where you want, so long as you have a 4 headed arrow.
