No Track Manager - VideoStudio X9 Pro

I know that I am not the only person with this problem, but I haven't seen any solutions yet. What can I do about this? There is NO track manager functionality in my software. It's not in settings, the button isn't on the main interface, there's no option for it when I right-click, it's like Track Manager was never put into the software. The user manual still refers to it, so I'm confused. I have tried resetting my software, and I have checked for updates (there are none).

Start with some basics.
What version number is the software you have: tool bar, Help, About (at the bottom of the help list. current version is 19.7.0.12)?
How long has this condition been observed? forever ie, since installation, and if so when was it installed? or just lately?
Have you tried to re-install the software?
Can you screenshot (print screen, save as a jpg with max size horizontally 950 pixels) the user interface and attach to show the condition you see?

So if you right-click on the dark area before the start of any video track, the Track Manager doesn't pop-up as shown in the following image?

The UI with track manager should look like this

the symbol with bars, a plus and minus sign, second from the left. Hovering the mouse over it and the program tells you what it is.
