I did a lot of things. First, I observed that there is a File Locations button in the Preset Shapes window. So I added some earlier versions of PSP. I also changed the scope of the PSP 23018 file location from 2018\Corel_11 to Corel\PSP 2018.
After doing both of those, I now have a delightful/huge variety of preset shapes to choose from. Even better, when I try to Flood Fill one of the black shapes to another color, the app tells me it has to make what was a vector layer into a raster layer, then goes ahead and does this and flood fills the shape (it can be undone with a simple ctrl-Z). Some of the presets are colored.
Well, now I have many presets. Such fun!

Note also that you don't have to use the Flood fill tool to color those shapes. Just untick the Retain style box and it uses your foreground and background colors and keeps it as a vector.
You can aso untick the Create as Vector box and the shape will appear on your background layer or if you need to move it around put it on a second transparent layer .
