PSP 2019 Tools
Have upgraded to 2019 but it does not have some features of 2018. In particular I cannot see the warp brush tool in the tools toolbar. others are missing as well and I cannot find how to add them. It seems 2018 had a better customisation options. Am I missing something.

Try File > Workspace > Tick Complete - You probably have Essentials ticked which is the default.
