I don't understand what you mean. On my system, zoom with crop tool behaves the same on X9 and 2019. I have added to the post on wishlist for 2019 pointing out this problem . There hs been one slight improvement from 2018 to 2019. In 2018 if you hd guide lines to cross at the centre of the image under say the Pan tool, when you switched to teh Crop tool the guide lines also moved away from the centre (Non square image) and switching back to another tool they recentred. This has been fixed in 2019.
But with the crop tool selected the image maintains its zoom on the centre and not on the cursor so you are forced to use the scroll bars to move into position to crop a small section well off centre, (eg in a garden a small flower say near top left) and if you try and use your mouse to change the zoom it recentres .
