Can you scale layers in PSP 2018
Does anyone know of a way, specifically in PSP 2018, to lock the aspect of layers when scaling by entering numbers? I know about dragging corners, but I'm looking for a way to enter a number once for both dimensions for precise changes.

If you only want to deal with one layer, be sure you are on that layer, then, under Image, select "Resize". Here you will have options to resize (up or down) by pixels, percentage, print size, or based on one side. You may also choose to check "Lock to aspect ration" or not, and immediately below is where you would check to "Resize all layers" if that is what you want to do.
