I don't know but I imagine it will be very soon. When I closed PSP 2018 I was offered the ability to make a pre-release purchase.

I've seen a reference to the official release of PSP 2019 being on 23 August, but frankly have no idea whether that is accurate or not.

Releases to me 2 days ago via email.
I'm just an average computer user that uses a few programs. One of them is PSP and have been a user for many years so when it was offered I bought it. VERY, VERY, SORRY. It's not ready for prime time folks. I uninstalled PSP 2018 and proceeded to install 2019. Then tried to install Athentic. That program refused to install and the guy at tech support said to use the installer file!!! Butthead. Then I loaded a photo into the (Installed 32 &64 bits) program, did some editing, then tried to print the picture. When I pressed the print option I got a window that was full of junk and couldn't print the photo. Then tried to print the program using the 32-Bit PSP and the photo printed. When I askedthe tech if there was a problem with the print function in the 64-Bit PSP he said no, that's why you should install the 32 and 64 bit editions.
SO FAR A GREAT BIG THUMBS DOWN.

PS. On the plus side Photo-Mirage works & nice and is a cool program.

I have found a PSP pre-2019 offer as part of my Welcome section (that house with no text associated with it). I can no longer trust that my machine will run PSP without issues (see the thread on yellow windows) so I must download a trial version to see if I have the same problems as with PSP 2018. However, based on jimrx4's experience I am glad I must wait -- you see, there is no DL a trial version option on the Welcome page. I guess I'll wait.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

There is a very old saying "Don't burn your bridges behind you" translated this means that if you had PSP 2018 working fine, then do not delete it , Install PSP 2019 and check it out leaving PSP 2018 to fall back on if there are problems. You do not need to uninstall previous versions of PSP and can have and use different versions installed and be using at the same time.
I think you mean Athentech Perfectly Clear (PC3.5). It installs and works in the 64 bit version only. If you had the PC2 working in 2018 then you could have used that in the 32 bit version of PSP 2019 (another reason for not burning bridges).
You say it refused to install - at what point? was there an error mesage?

Then a printing problem you could not print an image with teh 64 bit version but could with the 32 bit version of PSP 2019.
Were you able to print using the 64 bit version of PSP 2018 - then you could still use that (oh no you burnt your bridge :D )
I have a very old Canon IP 4700 printer (not one of these new fangled multifunction monstrocities) it prints in both 32 and 64 bit version of PSP 2019 so in my case no problems so far with PSP 2019 except for the crop tool abomination and the PictoPainting plugin which installs in both 32 and 64 bit versions but does not work in 32 bit version.
