Tried to drag a video clip to the appropriate numbered overlay and a tooltip showed saying the clip was too short.Does anyone know what the shortest usable clip length is ?

How long is the clip, I have successfully placed on an overlay track video clips of just 2 frames

You first need to set the length of ALL the placeholders in the timeline to match your video length - - double click on the placeholders (one at a time) and when the options panel opens change to the 'Edit' tab - in there change the duration to the length of your video
if you do not change all then when you play your project and it passes the end of the shortest one then black spaces will just appear on your screen
....

You may be best to use the Split Screen Editor rather than the Instant Projects Templates, yes they are named as Split Screen but are instant projects and can cause confusion.
Select the Split Screen Editor from the icon on the tool bar above the timelines.
The far right / last icon, you can now create your own Split Screen
