Topaz Star Effects does that...
But you have to pay separately for a Topaz plugin.

Topaz Star Effects does that...
This thread is a Wish List for features people would like to have added to the next version of PSP. @hartpaul wasn't looking for a third party program that does that. In fact, I believe that he is already aware that third party programs can do star effects, because the issue came up in its own thread in this forum awhile ago.
