I was getting the error while loading also, these are the steps I took to fix it.
1: Removed vcredist_x64 2017 using add/remove from control panel
2: Installed vcredist_x64 from C:\Program Files\Corel\Corel PaintShop Pro 2019 (64-bit)\PlugIns\EN\Perfectly Clear SE v3.5\PCPlugin "it installs VC-2015"
3: Re-installed Athentech_PerfectlyClear_2019.exe using "Run As Administrator"
4: Restarted PSP2019
everything is working great now
btw, reinstalled vc-2017 later, everything still working

Similar situation here:

I do see Authentech PerfectlyClear SE 3 in the pull-down within PSP2019, but keep getting this error. On a side note, the very first time I installed this plug-in, it worked! Then once I rebooted, the plug-in fails and I continue to get this error message. I've researched and researched, checked and double-checked the file location settings in PSP2019 to ensure the locations are added/corrected, trying re-installs from the plugin directory, etc. but to little avail. Any advice would be helpful. Thanks, -Tim

I just posted on another page associated with this subject. However, I want to create an update connected with the Perfectly Clear SE 3.5 install not functioning with PSP2019. I tried just about everything until I found that Authentech had a FREE (but less functional than the provided SE version purchased with PSP2019 Ultimate) PerfectlyClear ver 3.0 found at https://www.athentech.com/get-perfectly-clear-free. I installed this version also. As a result, it apparently fixed the issues involving missing files from the SE 3.5 install. While I now see both plug-ins from the PSP2019 plug-in pull-down menu, I can at least launch the version I want within PSP2019. Odd, but that's my story. -Tim

Thanks for the link. My PSP 2018 came with Perfectly Clear SE v3. The new free plugin Perfectly Clear v3 has, in addition, a Dehaze function. Do not install PC Essentials: it requires "activation," which costs $49.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

After installing and uninstalling PCE, the PCSE3 (not 3.5, which won't run on PSP 2018) gave me the same error message that Timba posted. My standard workaround is to close my image, close PSP 2018, run the PCSE3 installer again, reopen PSP 2018 and reopen the image. Many steps but it doesn't take long. But now I am intrigued. What is the "add/remove from control panel?" I would like not to have to run my workaround periodically.

I would like to add my thanks for the suggestion to use the free version. I also installed the Free version of Perfectly Clear v3. This enabled Perfectly Clear SE 3.5 to run, but with one problem This is that at the the free version has to be started first, then cancelled, after which the SE version will run properly until the PC is restarted when the free v3 has to be started and cancelled again. I wonder if anyone else has encountered the same issue and may be able to suggest a solution? - David

I discovered two things:

1. Where PC3 worked perfectly, PCSE 3 showed an "Access violation." So I closed PSP, went to my Distrib folder, went into Corel/PSPx10 (that's now PSP 2018) and reinstalled PCSE 3.0. Then it worked.

2. When I got PCSE 3 to work, it too has Dehaze under "Perfect Exposure."
