I installed Perfectly Clear 3 SE but it is available only in the 64 bit version of PSP 2019, not the 32 bit version. I use mostly the 32 bit version because most of filters I have are not suppotrted by the 64 bit version.
Is any way I can use PC3SE in PSP2019 32bit? If not, any way to use PC2SE since I have it installed too?

Perfectly Clear 3 only worked in the 64bit version of PSP 2018 also. You'll just have to open your image in the 64bit version in order to use Perfectly Clear SE.

If PC3SE has a standalone version installed as well as the plugin, then a script can be used to open it as a plugin in the 32 bit version of PSP. I don't know if it installs as both a plugin and a standalone version. If there is a .exe file in the Athentech>Perfectly Clear 3 folder then that would likely be the file that would execute the standalone version. I suspect, however, that it does not install as a standalone, just a plugin.

So, what I wish to do is to use File Locations to add PC2SE to PSP2019 32 bit version, but how can I do it without knowing where the plugin is?

The file was PerfectlyClear.exe and was 52 271 KB in size.
It was version 1. 7.1C and worked in the 32 bit version of PSP.
Its location in PSP was :
C:\Program Files (x86)\Corel\Corel PaintShop Pro X6\PlugIns\EN
and that location contained a folder
PerfectlyClearForPSP and a Description.txt file which simply said "This is a folder for Plugins "
There was also a 64 bit version of PC? also version 1.7.1C and its location was :
C:\Program Files\Corel\Corel PaintShop Pro X6 (64-bit)\PlugIns\EN
Opening up that folder PerfectlyClearForPSP showed the 32 bit version had a file 'IPM.dll', while the 64 bit version had a file 'IPMx64.dll'.
Now you can do the same with your 32 bit 2018 versin of PC2 using File locations an Plugins to copy that location and add it to your 2019 version of PSP or try and copy the folder over to your similar 2019 location.
The version of PC2 installed on my 32 bit PSP X7 was 1.7.3C
My PSP X8 did not have PC installed so I went to my folder and installed from a file:
Athentech_PerfectlyClear_PSPX8.exe 73064 KB.
This put PC2 in my 32 bit version of PSP X8 and its version number was 2.0.1 SE
It also put PC2 on my 64 bit version of PSP X8 with the same version number , so the file installs both the 32 bit and 64 bit compatible versions the only difference apart from some file sizes is that the 64 bit versuin has the 64 in some file names and the 32 bit version has 32 in some file names.
For 2018 the program announced it was installing PC3 Special Edition (PC3SE)
The program that did this was :
PSP2018_Athentech_PerfectlyClear.exe and 67 339 KB and only installed PC3 with a version number of 0.0.0 on the 64 bit version of PSP2018. THis was a new full screen interface .
There was no version of PC2 or 3 for the 32 bit version of 2018.
I did copy the file location of the plugins from my 32 bit version of PSP X9 and added that to the File Location > Plugins of my 32 bit version of PSP 2018 and it now works.
I could also do the same for PSP 2019
