I did render some Video, where I animate pictures with pan&zoom.
As long as I only zoom in/out and move horizontal/vertical, the result is acceptable.
As soon as I add rotation into the context, the result is aweful - very shaky. It seems VS is using way too few steps in the rendering process.
I did try all kinds of rendering settings/formats (all 720p), alll with the same result - not useable.
I can not find any "advanced" settings for pan&zoom. What am I missing?
To demonstrate, I did create a short clip, showing the pan&zoom result, VS2018 delivers. The first 20 seconds without rotation, the last 20 seconds with rotation.

I've tried several motion test trying to duplicate your problem but no joy as mine renders properly every time.

Found your problem - don't use the rotate function in P&Z. Instead, use P&Z for only pan and zoom, as you did on the first clip of your project. To add the rotate, use the FX rotate on top of your P&Z.
1. Apply your pan and zoom with the P&Z function and apply.
2. Click the FX filter icon and select All from the Gallery drop list.
3. Scroll down to and select Rotate then drop Rotate onto your clip.
4. Double click your clip, select the Effect tab then click Customize Filter.
6. Add key frames, edit amounts of rotate, etc to achieve the desired effect. Click OK
That should do it for you.

This is to be a helpful workaround.
I stilll wish, the developers would have implement a usable rotate feature in the P&Z, especiallly as it gives the option... Should not be too much to ask.
With the FX filter I have one question: How to I rotate left/counterclockwise for 0°? Can't find the setting.

Counterclockwise: set the beginning at 360 degrees and the ending at 0 degrees.
