I have cropped a region using the Cropping effect, and during playback the cropped region slowly expands. I have tried using the stationary setting.
No devices to mention.
Corel VideoStudio 21.3.0.141 (64bit Ultimate)
I just installed the program a few days ago, haven't updated or patched to my knowledge.
Video has not been rendered, this problem is in Video playback.
I don't know PAL or NTSC.
No errors.

Crop Tool
Make sure your last keyframe is set to the same crop size.
Right click the first keyframe for Copy and Paste to All
Your program has installed as the latest version
Viewing F6 Preferences -Bottom of list – should indicate NTSC as I believe you are in the USA
