Partially out of focus photo

Hello,

I have a picture taken out from moving vehicle and the frontal portion (all the cars in the attached photo) of the photo where out of focus and blur. I tried to use the sharpen filter (default value) but it don't seem to work. Really appreciate if any of you would like share your tips and tricks to correct this partially out of focus photo.

Simple fact is that there is no data there to sharpen. You could 'enhance' the data that is there but unless you have something to work with it will be a bit of a pointless exercise.

That's not just out of focus. That photo has more noise artifacts than any photo I think I have ever seen!

Thanks for everyone's comment and help. Unfortunately the original photo is 4996x2752 and this board only allow upload of 800. When I squeeze from 4k to 800, everything will turn into garbage. Anyway, I guess if I need to purchase one of the 2 softwares to get the job done.

You could always have cropped an 800 x 800 pixel section showing just the most noisy section and saved that with compression of 90. We don't need to see the whole picture.

Unfortunately there is not much that can be done without specialised software that can correct for movement blur.
The picture with the cars looks like it was taken through a window of a moving bus. Note haow the movement blur is worse for the closer cars while the distant mountains do not show much blur at all . To take such pictures you need a much faster shutter speed and to perhaps pan the camera s you take the picture. Are the cars immportant at all? Because you could crop out the cars and include just the water , boats and mountains/ hills.

The night shot looks like it was shot through a soft focus filter or a dirty window (car or bus) . There is also evidence of camera movement in the street lights further away which show as streaks on the baackground. Need for a faster shutter speed or a tripod or a higher ISO rating or combination of all three.

Again there is a problem with trying to improve a picture which needs to be retaken correctly.
There is an old abbreviation / saying - GIGO - Garbage In Garbage Out. So many people nowdays take a picture without consideration and think that they can improve it (Fix it) in a graphics program. Some get away with adding flare , odd colors and extra bits to disguise their mistakes.
Start with the best picture you can take and then use the graphics software to make it brilliant.

Without wishing to decry your photographs, and knowing very little about them, what's special about either of these photographs that makes them worth spending good money on software to enhance them?

You are right GIGO - Garbage In Garbage Out. The photos were taken by someone and I thought PSP has so many powerful features that I can help to correct the problem. Obliviously, like anything else, PSP has its limitation too. Thanks for all your comments.

I'll repeat that if there is no data there then even the very best software wont be able to fix it. It may guess at what 'should' be there. But that's the best it can do.

Sorry but to me it seems a pointless exercise!!
