The command won't do anything unless you have exported from animation shop to PSP. That's why it's called "Update Back to Animation Shop" it's returning the image to animation shop it doesn't send just any file that way.
As for why Animation shop isn't opening PSP. I have no idea. You would need an animation shop expert for that. I have PSP8, 9, Xi, X2, X8, X9, 2018 on my computer and it opens in PSP2018 when I do export. There are no options I can find for defining which PSP version to use.

Since you have the Export to PSP working then obviously it is just my setup. As you can see, the only option that is not grayed out is Export to Picture Tube. Animation shop is ancient at 14 years old so who knows what the issue could be. Maybe Linda Lou will have better luck.
