What might be causing a delay when changing tools?

Even after closing PSP, rebooting, relaunching PSP X8 then opening a new image file, I am forced to wait over a minute for the cursor to appear. The same delay is imposed when changing tools. Once a new tool is selected, the program works fine, without any delay. I have never experienced this issue before. Any idea what might be causing the problem?

Asus P6T mobo, Pentium 2.67 GHz, quad core,
24 GB RAM, WD Raptor 10,000 RPM HDD, Win7
x64, ATI 512 MB, 64-bit Win 7 Pro, dual screen.

Try to Delete the cache file ;
-> File -> Preferences -> Reset Preferences -> Check 'Delete ..."
