Turn tool off?

Turn tool off?

I searched and tried the help files but I cannot find information on turning a tool off. Example; click clone, make changes, done with clone but you cannot turn it off, it is always on. How do I turn it off?

Select another tool, like the Pan tool for instance. There has to be one tool active when you have an open image.

PSPX9. So when your mouse goes over a pic there will always be a tool. That lame.

Any idea of a graphic program that doesn't have to have a tool, even if it's only a pointer?
