Is there a way to eliminate or minimize reflections in the windshield of car images ?

It depends on the type and extent of the reflection. Usually, it actually involves cloning at the very least. You should post an example image that shows the problem you're working with. In the meantime, here's a link to a thread with a somewhat similar issue:

I agree with JoeB. The biggest issue I see is the lack of data where the glare is. So basically you would need to 'create' something to replace the glare with.
I would suggest using the Clone tool using surrounding data.

Thanks to both for the advice. A foto shop user suggested the same & helped me w/PSP x8 that I have. The clone tool w/different size & shapes caused a big black wind shield that might get filled w/a cut & paste image. That's the next challenge.
